Mr. Jernigan spent over twenty years at the Antitrust Division of the U.S. Department of Justice, where he served as Chief of the Economic Regulatory Section for eight years. In that capacity he was responsible for managing the economic analysis on all Antitrust Division matters involving transportation, energy, agriculture, communications, and financial services industries. In his previous position as Assistant Director of the Division’s Economic Policy Office, he directed economic analysis on matters involving health care and other professions, banking, telecommunications, and industrial mergers. Both in these positions and as a staff economist, Mr. Jernigan has analyzed mergers and other antitrust issues in virtually every sector of the economy. He has also participated in regulatory proceedings involving most federal regulatory agencies. He has testified in merger litigation and before federal agencies. He also served as Chief Economic Advisor to the Special Assistant to the President for Consumer Affairs, where he worked on a wide variety of economic policy issues.

Since joining Economists Incorporated, Mr. Jernigan has served as an expert witness in several air transportation and telecommunications proceedings. In addition, he has worked on matters involving mergers, monopolization, and price fixing in a wide range of industries.
