Mr. Macatangay studies competition and regulation in energy markets, network industries, and related sectors. He has testified at trial in Federal Court on energy markets, nuclear power generation, and electric power simulation models. He has done consulting or research on electric utility tariff design, competitive gas suppliers, FERC supply margin assessment screen, power generator mergers, antitrust in electricity markets, electricity market competition in California, optimal power plant capacity bidding, optimal generation procurement, transmission regulation and tariffs, coal generation policy, endogenous road pricing, water policy, environmental policy, renewable energy, and petroleum refining. He has expertise in the design, implementation, and use of electric power market models and network optimization models.

Mr. Macatangay has also analyzed damages due to alleged aquifer pollution, lost earnings, false advertising, and improper accounts aging. He has published in the European Journal of Law and Economics, the American Bar Association Energy Antitrust News, the American Bar Association Private Antitrust Litigation News, the Electricity Journal, Utilities Policy, Energy Policy, the Journal of the Asia Pacific Economy, the Environmental Monitor, and other periodicals. Before joining Economists Incorporated, Mr. Macatangay held senior positions at Newhaven Energy Inc., LCG Consulting, Deloitte & Touche LLP, and the University of California Energy Institute, Berkeley, and taught university courses on competition and regulation.
