Prior to joining EI, Keith served for 5 years as an Economist in the Office of Enforcement of the Federal Energy Regulatory Commission (FERC). During his time at FERC, Keith analyzed electricity and natural gas trading portfolios in order to detect possible instances of market manipulation and violations of transmission tariffs, and calculated the extent of possible violations, disgorgement of unjust profits, and market harm in instances where violations did occur. Keith also advised FERC legal staff in depositions, participated in settlement negotiations as a subject matter expert, and briefed Commissioners, their staffs, and other FERC offices on the results of his analysis.
