Dr. Fowdur’s work at Economists Incorporated has spanned competition studies in energy, healthcare and various other sectors.

Within the energy sector, Dr. Fowdur has worked on electric utility mergers, allegations of exercise of market power, investigations of exclusionary practices, market-based rate filings, and other regulatory investigations of the conduct of electric, natural gas and coal companies.  For example, Dr. Fowdur has investigated the design of capacity auctions within RTOs, transmission cost allocation issues, allegations of anticompetitive conduct during the California energy crisis, the extent of forward hedging by electric utilities, the outcomes of rate cases of interstate natural gas pipelines, and the impact of coal retirements on market structure.  Dr. Fowdur has training in the computation of cost-of-service ratemaking for interstate natural gas pipelines.

Within the healthcare sector, Dr. Fowdur has investigated the competitive effects of mergers between hospitals and of physician practice acquisitions by hospitals.  She has also analyzed allegations of foreclosure and anticompetitive conduct by large hospital systems vis-à-vis individual physicians and physician-owned specialty facilities.  In addition, Dr. Fowdur has experience with hospital impact studies and has been involved with putting together an impact-report for a large healthcare system in the Northeastern US using input/output modeling techniques (IMPLAN©).

Dr. Fowdur has also conducted investigations of allegations of price-fixing, entry-deterrence and monopolization in several other markets, including LCD manufacturing, bleach, sub-marine cables and automotive parts. 

Dr. Fowdur received a Ph.D. in Economics from Cornell University in 2009.  Her dissertation research focused on the experiential aspects of consumer demand for movies, and her teaching focused on courses in microeconomics, statistics and financial analysis, at both the graduate and undergraduate levels.  Dr. Fowdur is originally from Mauritius.  She has studied and taught in Australia, and is fluent in French and Hindi.
